Reads one URL scheme for a build that was compiled without it.

Language bindings register these at runtime from add-on packages (the Python wheel ships local and HTTPS support only, and pip install 'opssignal[aws]' adds an S3 fetcher), so the base package stays small. Implementations may block; they run on their own thread and return the raw, uninterpolated file text.
